Djibouti’s
education indicators are amongst the lowest
in the world. There is a severe lack of school
places in the country and gender discrimination
together with a poor standard of teaching have
lead to high repetition and drop-out rates.
The estimated 21,000 Somalian refugees, that
fled to the country during Somali’s civil
war (of which 11,320 are female) have proven
to be an extra matter for consideration in the
country’s Education For All strategies.
However, UNESCO has set up a refugee education
project in Djibouti and the country’s
government has established a National Plan of
Action to improve access to education and reduce
the gender gap. However, it is a 10-year plan
at present and so in need of immediate donor
intervention if the plans are to be accelerated
to meet the EFA 2005 goal.
